The word "Maryland" appears below the white triangle. The armband is connected by a piece of elastic band at the back . (Editor's note: The Office of Civilian Defense (OCD) was established by President Delano Roosevelt on May 20, 1941. OCD's primary responsibility was to coordinate protective and response measures in case of war emergency, such as gas attacks and air raids. Civilian defense agencies and committees were set up throughout the country to recruit and train volunteers. Armbands, such as the officer's armbands seen here, were frequently distributed to those participating in the civilian defense effort at the state and local levels.)
