Description	Document 68 pages long containing the fifth semi-annual report of the Burnt District Commission ending September 11, 1906. Created by an act of the Maryland General Assembly approved March 11, 1904, the Burnt District Commission issued its fifth semi-annual report to the mayor of Baltimore that provided an account of its activities from March 11 to September 11, 1906. The Commission was composed of four members appointed by the Mayor of Baltimore, who served as an ex-officio member. This group was charged with the task of making and implementing plans to rebuild Baltimore after the fire that swept through the city on February 7 and 8 and left 80 square blocks of the business district (referred to as the "burnt district") in ruins. It was required to submit a report of its activities to the mayor on a semi-annual basis and its duties included the following: laying out, opening, extending, widening, straightening, or closing any street, lane, or alley; establishing and fixing the building lines and the width of the sidewalks on any existing or future street, lane, or alley; opening public squares and market spaces; and laying out additions and extensions to the public wharves and docks of the city and the harbor. As part of the process of laying the groundwork for rebuilding the city, the Commission was given the authority to acquire lands and property within the burnt district on behalf of the Mayor and the City of Baltimore by means of gift, purchase, lease, other methods of acquisition, or condemnation. The original members of the Commission were Sherlock Swann (Chairman), Robert M. McLane (Mayor, Ex-officio), Charles K. Lord, Reuben Foster, and John T. Graham, with James R. Brewer, Jr. as Secretary. At the time that this report was submitted, E. Clay Timanus had succeeded Robert M. McLane as mayor, and John W. Snyder had succeeded Reuben Foster (who resigned June 10, 1904) as a member of the Commission.
